The safety of journalists is rightly at the heart of the freedom of expression debate. However, what is less often asked is what happens to the people who enable critical journalism but are themselves left without protection. In many countries, journalists\u2019 sources \u2013 especially civil society actors, women, people with disabilities and activists \u2013 bear the greatest risk.  <\/p>\n\n<p>Freedom of speech is not just the right to speak, but also the right to survive the consequences of speaking out. Without source protection, there can be no free journalists\u2014nor a functioning democracy. <\/p>\n\n<p>Let's imagine a local activist who speaks to a reporter anonymously. The story is published. The reporter gains visibility, perhaps even an award. The source remains anonymous. They remain in a community where everyone knows who spoke out.    <\/p>\n\n<p>The safety of journalists has rightly taken center stage in the debate on freedom of speech. Journalists who have been threatened, assaulted, and killed serve as a stark reminder that a free media cannot be taken for granted. International organizations, governments, and foundations\u2014including those in Finland\u2014are doing important and essential work to protect journalists.  <\/p>\n\n<p>There is, however, one serious gap in the discussion: <strong>the sources<\/strong>.<\/p>\n\n<p>In many countries, journalists may be relatively better protected than the very people on whom critical journalism depends. Civil society actors, activists, women, people with disabilities, and other marginalized groups often bear the greatest risk\u2014without visibility, without safety nets, and often without legal protection. This could be called the asymmetrical protection of free speech: the weaker the position, the greater the risk.  <\/p>\n\n<p>In my work in the Global South, I have seen this happen time and again. When a journalist leaves the country, switches topics, or gains protection through international attention, the source remains there. They remain trapped in a system where the exercise of power is not abstract but personal, concrete, and sometimes violent.  <\/p>\n\n<p>People with disabilities and women are in a particularly vulnerable position. Their experiences of abuse of power, discrimination, or corruption are often precisely the kind of stories journalism needs. At the same time, they have the least ability to protect themselves from the consequences. When a source pays for speaking out with their livelihood, safety, or life, freedom of speech no longer appears as a right but as a risk.   <\/p>\n\n<p>We must pause here. <strong>If freedom of speech requires that the most vulnerable bear the greatest risk, then this is not a matter of freedom but of an imbalance of power<\/strong>. This is not the fault of individual journalists, but a structural problem to which the journalistic community and the work to defend freedom of speech cannot fail to respond. <\/p>\n\n<p>Freedom of speech is inextricably linked to human rights and the Human Rights-Based Approach (HRBA). The right to freedom of speech cannot mean merely the right to express an opinion, but also the right to be safe from the consequences of speaking out. When this chain is broken, journalism begins to rely on a disproportionate sacrifice: the most vulnerable pay the highest price.  <\/p>\n\n<p>Ethical journalism is not merely a legal matter of source protection. It is a moral question of <strong>what happens to the source after the story is published. <\/strong>Who bears responsibility if the consequences fall on an individual who cannot leave the country, hire a lawyer, or seek international recourse? <\/p>\n\n<p>Vikes\u2019s work in support of journalists\u2019 rights, media diversity, and civil society is crucial in this regard. The safety of sources is not a side issue in journalism, but a fundamental prerequisite for a democratic media. Without safe sources, there can be no free journalists. Without free journalists, there can be no functioning democracy.   <\/p>\n\n<p>If we are to take freedom of speech seriously, we must also dare to turn our attention to those who speak from the quietest positions and at the greatest risk.<strong> The true measure of freedom of speech is not who is allowed to speak\u2014but who has the courage to do so.<\/strong><\/p>\n\n<p><strong>Lassi
